Fraud and identity theft

Stealing identities of persons who are unlikely to notice anything is not new. Dead people are an obvious target; but children or babies are also unvoluntarily good candidates. The article is US based, but I can't help making the link with the theft of the CD-Roms from the HM Customs and Excise at the end of last year 2007, where social security numbers of children were involved I reckon...
